SECTION 508 OVERVIEW In 1998, Congress amended the Rehabilitation Act to require Federal agencies to make their electronic and information technology accessible to people with disabilities. Under Section 508, all federal agencies must give disabled employees and members of the public access to this technology that is comparable to the access available to non-disabled persons. The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. Electronic and Information technology not only involves web pages, but client/server systems, hardware, documentation, copiers, and much more. The Architectural and Transportation Barriers Compliance Board (Access
Board), an independent Federal agency, has prescribed a set of guidelines
for defining what constitutes 508 compliance. The final standards were
published on December 22nd, 2000. By law, all federal agencies
must be in compliance by June 21st, 2001.
Being Section 508 compliant is not just a one-time effort. New procurement
of software applications and web pages must to be compliant by June 21st.
This means that web accessibility compliance testing needs to be integrated
into the development life cycle, as an ongoing process.
